This is a Speed Override Warning Indicator symbol. This is an electric vehicle (EV) symbol that is intended to warn that that the vehicle speed is being limited due the very low remaining range and that that limit has been exceeded.

In this situation, the vehicle will be in Turtle Mode and the speed is limited to help save battery and allowing the driver to reach the nearest charging station. The indicator will be seen each time the limit is exceeded. A speed override popup message will also appear when the speed is first exceeded.

Turtle mode, which is what Dodge calls power limitation, is triggered when there is a low estimated range to empty that will disable some functionalities and limit vehicle speed/torque in order to save battery and allow the driver to reach a charging station. See more on turtle mode here.
